Daventry Infrastructure Strategy Consultation

Over the last 8 months, WNDC, through its lead consultant URS Corporation Ltd, has been examining the infrastructure implications associated with the growth of Daventry Town in line with the existing and emerging development plan policy. This has lead to a series of preliminary conclusions around the infrastructure consequences from growth in the town upon which your views are now sought. The draft Daventry Infrastructure Strategy (DIS) comprises a Main Report and five accompanying Technical Reports. Also published on the web site is a non-statutory Sustainability Appraisal (SA) Final Report relating to the Daventry Infrastructure Strategy. The document constitutes a voluntary Sustainability Appraisal. The DIS is not a planning policy document, which means that it is not required to be subject to SA / Strategic Environmental Assessment (SEA). However, WNDC has voluntarily commissioned an SA / SEA of the DIS as good practice in order to ensure that sustainability considerations are built in to its development. This SA scoping report is therefore a non-statutory document.

The reports have been produced by URS Corporation Ltd., ISU Ltd, and LDA Design on behalf of West Northamptonshire Development Corporation (WNDC).

The Milton Keynes and South Midlands Sub-Regional Strategy (MKSM SRS) has identified that the town of Daventry will grow towards a population of about 40,000 by 2021.

The DIS therefore begins to examine the infrastructure requirements of this growth, and the implications for a series of infrastructure-determined development scenarios. The DIS makes use of the growth target in order to arrive at a set of draft conclusions on the infrastructure requirements. The DIS also recognises the current draft RSS which suggests the potential continuation of growth for the Daventry local authority area beyond 2021.

The DIS will help to inform decisions about the future expansion of the town and the infrastructure required to support that growth. Accordingly, the DIS will be used in the development of WNDC’s infrastructure delivery programme for West Northamptonshire, within the WNDC Regeneration Framework, and its findings, where relevant, will assist WNDC as Local Planning Authority, in considering infrastructure matters when determining planning applications.

As stated in Section 2.4 of the Main Report, engagement has been sought from relevant parties/key stakeholders during all the stages of the work. This is therefore the conclusive round of consultation ahead of final consideration by the WNDC Board.
